Currently there's "no limit" to how many units you can embark.
In a future version I think it would be nice to have Transport Points similar to Command Points.

The scenario designer could then set the limit of embarked units to a set number, say 5.
So you embark 5 units, and when one unit debarks it frees up one transport point.

If you want to get fancy you could split Transport Points into Air/Naval and Train.

Thoughts?

While it makes sense, I wonder how useful this would really be in the majority of scenarios. It might add more complexity (and UI clutter) than is really worth it?
