Marine Transport

A quick question. Why can this unit in a town not head out to sea? I thought if you are in a coastal town you could leave by moving into the ocean hex - but no anchor symbol is offered.

There is no port here. Port is a separate terrain from towns/cities.
In this case you need to park a naval unit next to the land unit to embark (move the land unit into the ocean hex).

If you move a ship adjacent to it they can embark. Well most ships that is, including PT boats. The one that confuses me is that supply ships cannot allow them to embark.
