Basis for Percentage Routed?

For victory condition purposes, is the percentage routed based on units, Force Points, or men?

It is based on men, but cavalry count double

it's based on UnitSize, and cavalry counts 1.5 times more than infantry.

If it is based on the UnitSize column in the Squads.csv file, then I can see the relationship to TotalMen for each troop type.
