Forward base supply -- helicopters?

It is 1965 and the US ground war in Vietnam is in full swing. As a US Army commander, wage a counter-insurgency (COIN) war to secure the Ia Drang valley, on the border with Cambodia.

Forward base supply -- helicopters?

Playing the new patch after a break -- rereading the manual, I realized/remembered that if a forward base is resupplied, than all infantry, ARVN, Green Berets, and "landed helicopters" are resupplied. I tried it, and the infantry was resupplied, but not the helicopters. So ...
-- is this wrong?
-- a bug?
-- a change since the manual was written?
-- or something about the term "landed helicopters" that I've missed?

When a forward base is resupplied, all infantry units (incl GB's) are resupplied, vehicles (incl Helo) need an engineer to resupply them at a forward base, as well as repair them. Also, the engineer can refuel the armor and M113 in the field, but for a helo it must be landed at a forward base with an engineer in it.

Ok -- to confirm, section 5.3 and section 8 of the manual are incorrect then -- both explicitly say landed helicopters are resupplied when a forward base is supplied.

Correct?

Well, technical the manual was correct on release. Might not be for the Napalm update.
