Light cruiser vs destroyer

I've always felt the light cruiser generally was slightly under-gunned.
It should be better than a destroyer in an attack vs a destroyer.
Both Japanese ships moved max distance last turn.
I know the distance to target is different...

Ships reach maximum firepower against targets (max range / 3 + 1) hexes away. So for a DD that is (3 / 3 + 1) = 2 hexes or less, for a CL (5 / 3 + 1) = also 2 hexes. I guess it would be better to round up the division so its 3 hexes for a cruiser. From a stats POV the CL is better (18 vs 16 for DD).

Since the CL is a generic unit it doesn't get upgrades though, so later DD's will be better. We might add a true line of CLs at some point, or at least a generic CL for each year of the war.
