Game will not start

Im trying to play the game but after i click the play button all it goes to is a black screen. It did start up the first time but it crashed during the tutorial and i tried re downloading it but it didn't help. my mouse works and the steam community tab pops up

Try deleting ...My Games/Order of Battle - Pacific/Settings.
