Secondary Objective on Battle of Tokyo Bugged

I am on the last scenario of the American campaign and there is a secondary objective to capture three port facilities. I have captured a ton of port cities, probably four or five at least but it still says 0/3. I have attached a save game.

I have this problem as well, I've captured 3 of the marked port facilities but I fail the objective and do not get additional command points.

I think its a text bug; you actually have to take all 4 of the indicated hexes not just 3 like the game indicates. When I took all 4 it succeeded.
