Do I understand the game concept correctly?

Do I understand the game concept correctly?

I love turn-based war games, especially those set in WWII that encompass the entire war or at least a large theater of it. Good ones are hard to find in my experience, so I was very intrigued by this game. But a question:

Do I understand correctly that this is not an "open" game where the player can do whatever he wishes whenever he wishes? But rather he must follow "orders" and complete missions in a step-by-step fashion throughout the game?

In the two campaigns, you follow in order the scenarios. Some are naval, some land, some both. Once you have completed a scenario for the first time, you can replay it. But there is no grand map of the entire region, like say, CEAW or such, where you fight the entire war at once. Scenarios 'zoom in' on distinct battles.
