Air units without movement points

Something odd cropped up in this custom scenario in the official release.
Three air units start with all their movement points spent, this happens in all subsequent turns as well.
Anyt tips why?

Ugh I recently fixed the unit models on those Marauders. Perhaps their stats got messed up. I'll have a look.
