Discipline/Initiative penalty for player units?

Discipline/Initiative penalty for player units?

Hello. First off I'd like to congratulate the developers for releasing such a good game in Early Access! It's got very solid base mechanics and it is already very fun.

However, I noticed last night that units built by the player have lower Initiative and Discipline by 1 than the unit lists in the recruitment screen or has in the sov_chart file--this does not effect AI factions. Is this a bug or intended? I checked some gameplay videos and it seems present in all of them. I find it seems to harm infantry units a lot, and worry it could be disproportionately harmful to infantry-heavy factions like Khazoth.
