Can you mod alien aggression settings in the game setup?

What do you mean by modding it? Your question confuses me.
In the game-setup you have the option to select one of 5 settings for the alien-aggression ranging from "Very Low" to "Very High".

Modding is done outside of the game by modifying files. There are for example mods that make the aliens stronger but this works in conjunction with the ingame-settings.

No, the spawning-rate is directly tied to the aggression-level right now.
