In early-war scenarios, although split-force selection is on, the German player doesn't get any choices. The entire German slate is picked by the game. Usually that means heavy on armour, light on infantry.

If you give too many points, then the system will be able to purchase all units because it hits the unit count limit before it manages to spend all its points.
