The rules state that Russia activates if axis units are adjacent to cites. Does this include resource hexes and rail depots?

I think that you will find that Russia activates if any Axis unit, including Iraqi partisans, enters Persia. In this case the manual is, to use a technical term, wrong.
We sleep peaceably in our beds at night only because rough men stand ready to do violence on our behalf.
