defensive fire

in our last game an odd occurrence that has popped up often occurred. I charged a wavering French unit. They tested to stand and stood. I moved to 2 MU the wavering unit shot. beside them and slightly behind them was a friendly unit. Blathergut wante to shoot both units at me but the other unit was only going to be in range in the final 1/2 MU before contact. I said why would they shoot me when I am not in range yet?
Seems to come up often in our games where a neighboring unit is just within 2 MU of the chargers but out of range at the stop at 2MU and take defensive fire. So should you just ignore that unit for all fire since its not close enough to shoot at the required stop at 2 MU or do you take a second round when you fall into their own 2 MU range?

Any unit that the chargers pass within 2 MU of, may shoot at the chargers. This could happen before the chargers stop at 2MU from their target. It's not just at that one point, 2 MU from the charge target!

the stopping at 2Mu is nominal all fire is done as if the unit actually is in contact with the defender, so any other defending units that would be with 2mu of the final position would get to shoot even if further the 2mu at the nominal 2mu.
