Failed to Connect when uploading

I am experiencing an issue in that I can not upload a file after ending a turn. I have Internet connection, I am posting from the PC I play my games on.
Can you help me with this?

I would post a screenshot, but I am not able too, the system will not allow me.

Are you using a wi-fi device?

I am using a PC connected to my Internet Provider. It is my Back-up PC, might be a processor or RAM issue?

It is NOT a RAM or Processor issue, I fixed my main PC, swapped the RAM card around and it works now .... I dunno what that was about. I think I have a Router issue, Speed Test show all is well, but I think my router is borked.
