Pursuit on unhappyness

In the picture above (it was a FoGR game but the same query applies) the 4 base LH with sandy bases and a general is fighting the unit with the General in Combat marker which is facing in two directions and also fighting the dark based LF. The LF are also fighting the 4 base unit of LH at the top. In the melee the unit facing in two direction routed as did the LF. So you have 2 pursuits happening at the same time one of which might catch the other. In this situation the 4 man LH at the top would not remain in the path of the sandy unit for very long BUT you can imagine a situation where the sandy unit would catch them when they had both moved say 1/2 their pursuit. How would you resolve if one unit caught the other or not.
Do you:
1) See where both units get after 1/2 move
2) Move both units their full move and ignore what happens in between

Bob tricky one in the sequence you move routers first then pursuers and you only move the fastest pursuer first if fighting the same BG, which you are not?
So is it up to the person who's bound it is to decide which BG to move first in the pursuit???

You are taking the ethos of other sections in the rules about the player whose bound it is choosing etc. but I cannot see any mention of it in the rules.

P108 last bullet of MOVEMENT OF BROKEN TROOPS AND PURSUERS says "Initial pursuits obey the same rules as pursuits in the joint action phase for...following routers...encountering...fresh enemy". So it's the same as in JAP. But then how does that work?

P114 first paragraph of the JAP rules: "The order rarely matters, but the active player moves his troops first, or decides the sequence of events, should either side feel this is necessary."

So, the full sequence makes it clear that the routers move first (but active player decides which moves first if he wants). Then the pursuits move in whatever order the active player decides.
