Displaced Reinforcements

While playing as the Allies, the German player took the whole southern edge of the map, delaying Arlon's Dec. 22nd reinforcements. After recapturing Herbeumont on the 23rd, I expected two of my displaced units to arrive there on the 24th. I may be misunderstanding, but here is what the rules say:

If their entry space is enemy-controlled, the unit is delayed one day from its normal arrival and displaced as follows: Allied units enter in the next available space to the west that has a road leading off the map, and Axis units enter in the next available space to the south that has a road leading off the map.
Enemy-controlled but contested spaces count as enemy- controlled for the purposes of this rule. If the space is friendly-controlled but contested, the unit appears as normal. If the space to which a reinforcement is displaced becomes enemy-occupied before the reinforcement arrives the reinforcement is displaced again.
If ALL spaces with roads on a friendly map-edge are enemy-controlled reinforcements are delayed until one becomes friendly controlled.

Now there are two ways to understand this. The phrase "the next available space to the west that has a road leading off the map" could mean either the next in-supply space, or simply the next space. Taking the first as correct, imagine that the Germans hold both Arlon and Herbeumont on the 22nd. In this case, the reinforcements would show up in Sedan on the 23rd, because they were displaced to the next available space. If the second option is correct, however, the reinforcements would be displaced to Herbeumont on the 23rd, then to Sedan on the 24th.

Now in my game, the German player already held Arlon, Herbeumont and Sedan on the 22nd. The rules also say:

"If ALL spaces with roads on a friendly map-edge are enemy-controlled reinforcements are delayed until one becomes friendly controlled."

So I expected that upon liberating Herbeumont I would receive reinforcements there on the next turn.

If I am wrong about this, a somewhat darkly humorous situation presents itself. Imagine that the German player holds Arlon on the 22nd. The reinforcements are displaced to Herbeumont. During the day, the Allies recapture Arlon, but the Germans take Herbeumont, and let's just say they take Sedan on the same day. Now the Allied player, with Arlon liberated on the 23rd, has to wait for the reinforcements to "try" to go to Herbeumont on the 23rd, then Sedan on the 24th, before finally receiving them in their original space on the 25th. Is this really how it works?

I believe the code implemented only moves the reinforcement site westward. If reinf were bumped from Arlon to Herbeumont, and then to Sedan, they would only arrive in Sedan thereafter. This makes sense from a simulation perspective: the would-be reinforcements can't teleport in one turn to whatever road happens to be free on a given turn. But the rules should certainly be clearer - thanks for pointing it out!

I would still like to know if reinforcements can be bumped straight to Sedan on the 23rd, as per the situation I described.
