Passing on prepared offensives

I submitted this as a bug but I wanted to see if anyone else had noticed it. If you are playing as the Germans in the full scenario, against the AI, then if the Soviets pass on two prepared offensives in a row, that turn will end. You will not get a chance to move or attack during that turn. Punishes the wrong side in my opinion. Of course, it's rare that the Soviet AI will pass on two prepared offensive phases in a row. But it can happen, like for example when you have taken all the Soviet reinforcement areas and put all (or nearly all) of the Soviet units out of supply.

I was trying to play a perfect game -- destroy all Soviet units and take all spaces -- and this bug or feature foiled my evil plans. On that note one feature I wouldn't mind is an optional extra few turns added to allow us OCD types time to comprehensively deal with the AI. Call it mopping up operations.
