AI replacement choices - prefers non-elite?

I've been playing against the new slow/hard Soviet AI (who has been doing pretty well - congrats to the developers!) and noticed something odd:

When assigning replacement unit points, the AI favours *non-elite* units, at least for armored.
This happened at least 3-4 times when the AI could have chosen a weaker elite armored unit in the same 'hex' to reinforce with replacement points.

I had captured Tula fairly early and the Soviet AI is doing a nice job of counterattacking in Tula with a 2 armored units and an infantry unit but getting whacked around too.
One of the armored units is elite. The AI always gives the replacement point to the other armored, even when the elite unit is down to 1 point.

This doesn't seem logical...?

I’m pretty sure this is an area where we ran out of time to improve the AI, so I think it is more likely that the AI has no strict preference and you are spotting a pattern out of randomness.
