At The Gates victory points?

Yesterday I finished a game of At The Gates. The victory point total was 33 points...which looks like it should have been a tie based on the scenario rules...but the game awarded a victory to the Axis.

Is this a bug, or am I misreading the scenario rules?

In older versions, 33 was an Axis victory. Which version are you running? Which version is your opponent running?

Did you make the final, game-ending move of the match, or did the other person?

Pretty sure they did...guess that's why I got the loss? (I was playing Russia)
