Good question! Voronezj is itself a Soviet supply center - Soviet units in a Soviet supply center can never be cut off from supply. Imagine that there is an off-map space adjacent to Voronezj that is in Soviet supply: Soviet units can trace out of an Axis controlled space into an adjacent friendly controlled space to draw supply.

Your answer clarifies the situation at hand. However it seems to me kind of illogical that the supply source still can work if ownership is lost and maybe ever more peculiar that You could trace supply from it to neighbouring units.

I would rather look upon it as the supply center is more of an entry point of supply than a source and it draws supply from off map. If control is lost, so is supply as well.

Whatever way it works it doesn't matter as long as the game and the rules are consistent. In this case the rules wasn't 100% clear to me after I have read them.
