Allies and Special Campaigns

Some lists, eg Later Carthaginian, detail those allies and troops which are not permitted in the Special Campaign section - this is very clear.

Others are less specific.

Eg - In the Late Republican Roman List, the Brutus & Cassius option cannot use gladiators.

But can they use one of the previously listed Allies?

And does this same format apply to all lists?

Eg - In the Parthian List, in the Saka campaign, are all of the Allies still available (excepting the Armenians and Saka)?

Well it depends whether you are in historical mode or tournament mode.

If you are in historical mode, use the appropriate historical allies. If in tournament mode, use any allies not specifically excluded, but this may sometimes lead to some odd combinations.
