1) If oil consumption is checked, is the AI also governed by these rules?
2) For those that play multiplayer, what's conventional wisdom on the oil consumption setting? Is it checked or not?

I've never seen the AI being affected by oil consumption so I believe the AI has infinite oil.
I always play with oil consumption ON because it makes the game more interesting and it forces the Axis to think hard about which units to build and which strategic targets should be chosen. The Axis will run out of oil quickly if they build lots of air and armor units and try to attack everything. If you want many air and armor units then you need to capture oil hexes like Baku, Mosul etc.
Even the western Allies can have oil problems late in the game if they built many air units and performed lots of strategic bombardments.

Regarding the oil consumption setting for multiplayer, just browsing the boards I got the impression that it was very difficult to play Axis against a human Allied player. While oil consumption would affect both players, I thought oil consumption would negatively affect the Axis player more than the Allied player. I wonder if most multiplayers agree to have this setting unchecked for play balancing.

I don't think it's very difficult playing with oil as the Axis. You have to be more focused in your strategic planning and can't just move around oil consuming units just because they can be moved. You move them because you want to achieve something. E. g. you rail move armor, motorized and air units from the west to the east prior to Barbarossa. You don't buy hordes of subs if you also want to have 6+ armor units for Barbarossa.
By playing cleverly you can have the oil last until 1944 at least. In 1944 you will usually be quite weak and can't move as much as you want anything. This is quite historical. You become more defensive to save oil even though you could counter attack several places. In 1944 you only counter attack if the result can disrupt the Allies or Russians quite a lot. It's no point burning oil just to destroy a corps or two. The Allies have more than enough units anyway.
