Rules question: hits counted for retreats

I looked for an answer to this on the forum but can't find one so forgive me if it has been answered. The rules are unclear (to me): When calculating "hits" on the retreat table, is that hits actually inflicted on a unit? Or hits scored even if they were deducted by terrain? In other words, if I score 3 hits on a 4-strength defender, but terrain deducts one so I only really inflict 2, is it an R result on the retreat table, or a 30?

A unit will never retreat if terrain soaks up all the damage.

The retreat table uses hits after terrain. So your case would give a 30% chance of retreat.
