An alternative could be to allow the players to decide where their units start (with some restrictions of course - and maybe some mandatory unit placements). This isn't the same as the user-generated scenario (which is what I think Yojimbo is getting at), but it would significantly increase replay value.

Battle Academy allows, in some multi-player scenarios, the players to determine the force makeup based on an allowed point system. They do put restrictions on numbers of certain types of units to create even matches if possible.

I'm down for El Alamein and really looking forward to it - but that was a one sided battle too. The allies outnumbered the axis by at least 2:1 in all respects apart from air power.

It would be difficult to imagine he axis winning an historically accurate game.

This is why battles like Waterloo make good war games - a damn close run thing.
