In Windowed mode scrolling with the mouse is delayed
Also it is impossible to scroll down (south) with the mouse (although the keyboard works fine

This is not a bug.

The mouse scroll down works, the only "problem" seems to be the fact that you actually have to move the pointer not towards the bottom of the game's map rendering area, but towards the bottom of the game client's window (it towards the bottom of the detail panels).

Aiming towards the bottom of the details panel doesn't work for me.
