Land forces could attack ships - one of my father's friends was shelled by a Tiger while on a ship.
As for infantry weapons, Vickers MGs were used for area suppression fire at several km and an aircraft carrier is a pretty big target even 1 or 2 km away. Machine guns wouldn't damage any armoured parts but could cause nuisance damage (aerials broken, windows shattered) and sustained fire would keep the decks clear and slow down work. Closer in, mortars and rifle grenades (and maybe even AT rifles) could do a bit of damage. The other thing to remember is that as soon as you get above about company size you get support units - 37mm AT guns, field artillery (probably 75mm). A lucky hit from one of these could certainly cause a bit of a problem, but realistically the most likely way you would damage a larger ship is by making the captain make a hasty evasive move and hit something on the way.

I agree with the information you write, although I am not sure at which distance in this particular case the carrier is positioned. The amount of square km each hex represents seems to vary in some scenarios.
Also, in this case, the AI appears to have used this carrier in a kamikaze way, at anchor and not trying to escape the attacks and stay in that exact position for over six turns.

Maybe for the spotting. In Norway ie I thought the AI cheated because units of me were constantly attacked. I thought they were safe on 3 hexes away. But I didn't see the carrier, and it did see me.
