How to gain money??

Hi guys,
i have played PG of old, and never had any problem with money, but in this game, I seem never to make any money, so my question is , how do you make money in this game??

You have a requisition max budget for every mission, and your squad value is compared to that.
Sometimes the req budget is the same from one scenario to another, and other times you have to replace your casualties on top of that, then lack money.
