Normally in the UK you play doubles with a single army of (say) 1000 AP with each player controlling a set number of BGs, usually mutually agreed at the start of each game.
You could play with seperate armies of (say) 500AP with 2 commanders each, but I suggest you only allow armies that were historically allied to prevent the Romans + Serb knight ally effect
If using allied armies the break point should be based on the sum of the two allied armies, not by individual army.
