Difficulty Modes not working in Steam version

1. Launch non steam version.
2. Choose very hard difficulty.
3. Notice Ork units have 50% extra unit count per formation.

4. Launch Steam version
5. Choose very hard difficulty.
6. Notice Ork units DO NOT have 50% extra unit count per formation.

Issue resolved!

For future reference, beware when editing this file in Excel, it can leave relic " that do not belong in the file that will prevent the game from reading it properly!
