Weather in North East Europe not working

Playing a game as Allies and the weather has been "clear" in North and Eastern Europe for both turns in November. This combined with the rail limits has just about killed my Russians. According to the weather chart there is no chance for clear weather in November to March and it should be either mud, winter or severe winter. What is going on?

There is a 10% chance of fair weather in November. So 1 game in a 100 will get both November turns fair: bad luck .

where do you see that? From the weather chart in the manual (p. 136) there is no chance at all of fair weather in November for North/East Europe and I got two straight turns of fair Nov. weather.

You probably have an old manual. In 3.1 manual page 136 have the research cost. Weather chart is at page 232.

Ok - I see - thought I had the latest version - how could I lose on a 10% chance 2x - guess my Russians deserve to lose if they are so unlucky.
