[Exploit]Field Lab/Construction Bay Bug

All labs seem to give me 3 science regardless of whether I am building on an observatory or not. The same is be true for the Construction Bay which gives 3 Production even when not on Xenite flowers.

This is no bug.

Field labs have always provided 3 base science when used by a scientist. The observatory bonus gets added in the city science output when you hover over it. Same goes for factories and Xenite.

So when its not worked, it produces one anyway? Is that what I'm to take from this?

The field lab adds one science to one scientist. If you have 4 field labs and 5 scientists you get 14 base science (4*3 and 1*2).
