WTF?
Ok, first, explain how the brits in Egypt are supply level 4 whereas the axis never rise above level 3 even if they capture Egypt and Damscus? Second What does it mean that some technologies are "more expensive? than others? When do you pay? The lab cost?

Minor power capitals only provide supply level 3. The Allies (only) can use Basra as a major supply source. That is why they have supply level 4 in Egypt and supply level 5 in Iraq.

I mean that ASW has a number 25 at the end of the line and organization has 50, increasing the number of labs seems to be constant regardless of which kind of tech you buy, so why is ASW "cheap" while organization is "expensive". What is the significance of cost and how do you pay it?

The formula for technology progress is like.
Value. Calculated from a random number between 0-100
0-40 => value = 1.0
41-60 => value = 1.5
61-80 => value = 2.0
81-90 => value = 3.0
91-95 => value = 5.0
96-00 => value = 10.0
If not random research then value = 2.0 every time
Focus value = 0.5 if focus, 0.33 if balance, 0.25 if focus elsewhere
Tech progress = value * number of labs * focus value * 100 / tech cost
Let's say we have 3 labs in general. Tech cost for industry = 35, organization = 50 and radar = 25. We have focus on industry. For simplicity we have value = 2.0 for all example.
Tech progress industry = 2.0 * 3 * 0.5 * 100 / 35 = 8.5
Tech progress organization = 2.0 * 3 * 0.25 * 100 / 50 = 3
Tech progress radar = 2.0 * 3 * 0.25 * 100 / 25 = 6
So we see that radar has double the progress of organization. A higher tech cost means the progress is slower.
If you put focus on organization then tech progress would have been. industry = 4.23, general = 6, radar = 6

That is why the formula is not mentioned in the game manual.
All you need to know is that the higher number for the tech cost means slower tech progress. So organization is the slowest tech to advance to the next levels with the value of 50. Radar is one of the fastest with the value of 25.
