So I started a game with a guy in China - Zhou something - and on turn one he takes Copenhagen with a garrison! Impossible thinks I, and when I try to do it in a hot seat game to test it, of course the Garrison can't come within two hexes! Looks like a cheat to me. Game over.

The GAR can load onto a Transport and then perform an Amphibious assault on the Hex next to Copenhagen.
The trick is the unit has to be attacked, but not destroyed so that the GAR can amphib and then attack to destroy the unit so it can advance into the vacanted
Copenhagen hex.
It is tricky, but it can be done.
What other units were used? the DD and BB and maybe a FTR?

Here is how you do it.
Move the U-Boat out of Kiel port. (i.e. go to loop) DoW on Poland and Denmark.
Use the Northern most FTR near Stettin and attack Copenhagen. This should reduce the defender to 1 (Red).
Load the GAR onto a Transport at Kiel. Then click on the transport and perform an unload onto hex adjacent to Copenhagen and attack.
The defender should be destroyed and you can advance.

A standard turn one move for me when I play the Axis. From memory it works more than 80% of the time. As pk says the most likely thing to stop it is the softening up attacks being too effective

And if you can't physically replicate it then how can it be a cheat - unless he has hacked the whole program

(The one time I played Morris - and was soundly thrashed - I pulled the old invade 107/7 in one turn with a sub in Kronstadt. Morris hadn't seen it before and just couldn't work out what I had done. I let him sweat for a couple of turns before I told him

It's not necessarily clever if you want to invade Norway later. By invading Norway and Denmark on separate turns the Norwegian units will be at full strength instead of just 2 steps. The same mechanism applies to Belgian and Dutch forces. So attacking Belgium and Holland on the same turn is preferred if you want a quick conquest.

yeah I still think he's cheating. his casualties in Poland were ridiculously low - like 2 or 3 steps of infantry - I won't play the guy: he's TOO lucky.

thats very possible if he kept the Luftwaffe on site, despite reducing the randomcombat effects they are still quite variable
I have a game where things were going well for me, then I had a terrible turn - one of the combats was something like an expexted 4-1 in my favour and ended 0-4,not horrific in isolation but considering it was my first landed CORP in a Sealion - ouch!
then very next turn I got the reverse so all is well
there are still big variations

One problem with cheating is that you never know when you're faced with just pure luck or a deliberate cheater.
Usually luck tends to even out over time. So if your opponent has a lot of luck at the very first turn there is nothing wrong with that if he has some bad luck turns later on in the game.

cheat I say, Manstein takes a risk and crosses the seine in a 7 step panzer, 2 UK air, 1 UK MECH, 2 FR MECH and a FR CORP attack - he survives at 1 step, impossible must be cheating
no wait - I did the attacking, it was just really bad luck
and I mean it was manstein before the fall of France, could have been ARM down and Manstein gone for 8 turns!
