French should not decrease efficiency in 1939

Does anyone agree that French should not decrease efficiency if German conquered Belgium in 1939? Because all people know winter is coming and obviously German can not get Paris soon. This also can make game more historical .

I think that the balance between Blitzkrieg and Sitzkrieg is already good.

I agree. The idea that Germany could have pulled out of Poland, shipped its forces west and blitzed the low countries is ridiculous. Hitler postponed that operation 19 times before giving it the green light. In my opinion the Germans should have 0 rail capacity turn 1, as in they already expended it getting get to where they were at, plus the declaration of war caught Hitler by surprise, so maybe a 10 morale decrease on all german units west of the elbe might be good..
