Here's my problem: I achieve a mission that allows me to unlock more advanced missions by clicking on the Earth, the Moon and the planets. However, if I've don't have the ability to open up more programs due to an undersized headquarters, why am I not allowed more than that particular opportunity to develop more programs after constructing a larger HQ and gaining more funds?

Notice that the information popup you get is just to make you aware of the newly available options. Don't worry if you don't have enough capabilities to open them up at that time, you can always open them later after upgrading.
