Unchecking "game ends in 1945": how does it end?

Manual says that side with most capitals wins when game ends in 1945. How does that work when game doesn't end in 1945?

Yeah, and if playing the Axis I am not sure the Germans have the manpower to fight after 1945. Usually around 44 or 45 I have manpower problems.

yes, manpower actually prevents the game from lasting "forever" and ensures that there will be an end. That said, indeed Allies benefit more from that setting.
