I have test diagdiag 64 and 32 bit. I have the latest Nvdia drivers. I have installed repaired both the 32bit and 64bit of the Microsoft Visual C++ 2010 SP1 Redistributable Package
I still get a crash as soon as I pick single users. I have tried full screen, game in window and multiple resolutions.

Please try this first:
The game requires Microsoft Visual C++ Redistributable 2012.
Normally on install, you are requested to install or repair Visual C++, so you can do a re-install and this time install or repair Visual C++ when prompted to do so.
or
The redistributable can easily be downloaded on the Microsoft website as x86 or x64 edition.
Depending on the software you wish to install you need to install either the 32 bit or the 64 bit version. Refer the following link:

and if this still does no help try this please:
And could you try running the game by starting manual the DirectX .exe and see if this fixes your crashes:
ctgw_steam_d3d.exe file
You can find this in your root file at:
C:\Program Files (x86)\Steam\SteamApps\common\Commander The Great War

Is the game installed in the default Steam location C:\Program Files x(86)\Steam\......?
If it's is, then please reinstall the game in a different folder like for example C:\Games\.....

It is odd that there is two spaces between "Commander: and "The Great War". Any chance that would cause an issue?

well, how do you like that. I renamed the directory so there was only one space and sure enough it launched. I believe I just let the system pick the sub directory name but I can't recall

as strange as it sounds, that is all I did as far as I know. I can't think of anything else I would have done not on purpose that could have fixed it. But has a good trouble shooting technique, I will put the space back in and see what happens. It will have to wait later though
