The Arabs win by breaking the Romans and/or moving two of the three baggage units east of the objective hex (east of the fork in the road). The Romans win by breaking the Arabs or routing and/or eliminating two or more of their baggage units. Any other result is a draw.
This is a hypothetical scenario, but is based on one of the strategies the Romans used against the Arabs. The baggage units represent the prisoners, livestock, and loot the Arabs have gathered during their raid. The Arabs must be very aggressive early on in order to get past the Roman infantry, but must also at some point deploy a rearguard to stand and fight, and not just to try and delay their pursuers.
I created this scenario for multiplayer, but I have posted two versions, one for MP and one for play against the AI. In the AI one all of the Roman infantry are immobile and the pursuing cavalry start closer to the Arabs.
