It feels like the co-op forces are not balanced between the two human players. In one game, I'm playing I have only 2 units to my partners 8?

That sounds like the scenario "Barbarossatag", right?
I got that on my list as well as "Recon in Force" and "You always need the Landsers"
Any more you think that are unbalanced, please let us know.

I'm not in front of my home laptop where BA2 EAP is installed but is the scenario being referenced "Mission 1" for the Barbarossa campaign? The one where you have to take the Soviet HQ first, second the Bridge, third the Town Center (and hold it) and then get 5 units out? Options is the camp to the south? If so, we are playing that now and it does suck Player 1 gets all the units so I'm glad it is being fixed.
On a similar note, will we be able to play Skirmish co-op in Release? My friend and I were hoping we can generate a Skirmish game with all the respective parameters and then play it together against the AI in co-op multiplayer PBEM+.

You already can
Simply switch to coop mode when creating a challenge, then select skirmish. The generated skirmish will be coop. Enjoy!
