Soviet vs USA

No disadvantage has the Soviet space program, having fewer space programs that the U.S., especially when we play PBEM?

No worries at all. We'll obviously refine things based on the feedback we get, but the plan is for soviet hardware to take longer to RD to acceptable levels and for the soviet space agency to have a smaller budget.
