Actually the Naval Air Squadron had roughly 30 floatplanes available in 1939: some outdated Lublin R-VIII, some 20 Lublin R.XIIIter, two RWD 17 and some Bartel BM-5 trainers. In late 1930s the Navy was to also receive some more modern Lublin R-XX and LWS-5, but both designs faced some serious problems and in the end buying a floatplane abroad seemed like the only option. Too bad the CANT's came too late.

BTW, the CANTs were but a stop-gap solution: in early 1940 the prototype of RWD-22 was to be tested and, judging by the experience of RWD until that point, it would really be a nice design, even if a little too French-looking.
