Steam: AI takes over 20 minutes to complete turn

I am playing as the Central Powers against handicapped AI on Steam. The war has progressed to June of 1916. The AI is taking at least 20 minutes to complete it's turn. It is taking longer and longer after each turn. It is almost unplayable at this level of processing.

Are there any optimizations available or could a patch make the game multi-core aware to speed up the AI turn?
