DMP Ostfront - Kharkov campaign problem

I just finished the Mius scenario in which I had to capture the supply points and then retreat across the river. I then progressed to the Kharkov campaign that allows you to deploy only 15 units. The problem is this - I am unable to deploy any units on the map? No white arrows are located on the map.

Any suggestions?

Change language to German ago. Than can deploy all units.

How do I change the language of the game?

On the main menu, there should be a bunch of flags. Click the one in question. (This is assuming that DMP didn't change that)

I changed it to German but still no ability to deploy any of the units. I might have to do the cheat option on this one
