5 questions

1) Is there a uniform 'rate of fire' for aircraft or is there a particular 'rate of fire' for every different type?.
2) IFF there is variation; is there? a list of 'rate of fire' for each aircraft like the capturable units list (which i have bookmarked :-).
3) Is it possible to have a tick box on the settings page with the other 1.20 rules that would have the OPTION of showing the rate of fire for every unit on the purchase pages. At the higher levels (FM) where prestige is too tight to waste this would be usefull for making sure you have the best 'bang for buck'.
4) Is the prestige cap under 1.20 rules determining the value for forced surrender of particular units or are there set amounts per unit?.
5) Is the prestige cap determined by ALL the units you have OR just the ones you deploy in a particular scenario?.

The standard rate of fire (RoF) for all units is 10. Some deviate from it tho. Especially the low caliber artillery tends to have more then 10 and high caliber ones less. Sadly there is no way to see RoF in game. You have to take a look at the equipment.pzdat file in the Data subdirectory of the PC directory. It's a text file but it's best to read if you open it with MS Excel or Libre Office Calc. Use tabulator as delimeter on the opening dialog. If there is no entry in the RoF column this means the unit got the standard RoF of 10.

I don't know about any full list but as i wrote in answer to your first question you can look it up in the equipment.pzdat file.

No sadly it's not possible at the moment to see the RoF in the game.

The amount of prestige you get for forcing a unit to surrender is 50% of it's value modified by the unit strength. For example if you force surrender on a unit that is worth 100 prestige and had 6 strength left you gain 0.5*100*(6/10) = 30 prestige. I think the soft prestige cap will reduce it if you happen to trigger it i am not 100% sure about this tho.

It's determined only by units you deployed in the actual scenario. Deployed SE units are exempt. Units in your reserve list do not count too.

According to that it seems all aircraft are uniform i.e. standard rate of fire. that makes upgrade decisions easier
Thats an interesting file, that would explain the brumbar, always felt it didnt quite live up to its stats when upgraded from stuh42 (lower rof).
I didnt realise stug3's had fortkiller bonus iether.

I think bonuses should be visible and not hidden.
