There needs to be some way to see what a persons Mission control FLIGHT stat would be other then having to hire and fire people until you get a decent FLIGHT stat

The "Flight Director skill" of a Mission Controller is equal to the average of all his 5 skills. So you want to assign the "best generalist" here.
