Serbain PP's
If noticed that after Serbia is enforced, the Austrian Economy seems to skyrocket beyond even Germany's Economy! Does this usually happen to you guys? I'm trying to evenly divide the PP's, but Austria always gets Belgrade and I usually give Germany at least 2 others, and Bulgaria one. Any useful tips on this? France is way to heavily defended and Russia is too vast, and it's cities are usually very bare with PP's.

This looks like the same zero maintenance problem we've been discussing elsewhere - check the management screen and see if Austria-Hungary is paying maintenance for their units. Likely the number under the "maintenance cost" row will be zero for everyone except Germany.
It's a game-breaker because it appears to affect every country except Germany, meaning they can build infinitely large armies, and appears to have started with the new patch. I posted a bug report on Saturday but so far no response - no-one's even downloaded the save and log files yet.
Personally I figure I'm either just going to stop playing until they fix it, or go back to 1.30. It's a pity, because the new patch included a lot of cool stuff, but there's no point playing if its basically not playable.
EDIT: It looks like someone's got around to downloading the files, so hopefully something's happening now. Probably the delay was due to it being a Bank Holiday Weekend in the UK and the tech support guys being on holiday.

Hi The reason for zero maintenance is simply explained,the game from the very beginning has a one size fits all free upkeep allowance,which is nuts! Every country should have its own free upkeep allowance,and not a one size fits all,no matter what size your Nation is,for example, Russia has a huge area it needs to protect,which in turn requires many more land units,and Serbia has a much smaller border area it needs to protect,requiring fewer units in play,and yet you have a one size free upkeep allowance,you tell me how is that fair? Until each Country has its own free upkeep allowance this issue will never be fixed.

I'm not sure that does explain everything. AFAIK the free upkeep allowance is very low for all countries and wouldn't explain why every country on the map has zero maintenance fees despite having very large armies. Moreover I'm now playing on the 1.30 patch and this problem appears to have gone away, so the problem is caused by the patch.

What I have not seen yet Is: What is exactly this allotted upkeep # allowance, and how is it distributed amongst the variety of units? Does it include Naval units as well as others? Can appreciate what you know, but the rest of us don't know these parameters, also, Is the same allowance used in all scenarios?

Kirk's post seems to have disappeared, but the maintenance for each unit is the number next to the "spanner" on the build menu. Apparently each country gets a small amount of maintenance "free" (I think this is so Serbia/Belgium don't go into negative territory after their cities are all occupied if they have only a few units).
This doesn't explain what's happening, though, because countries with massive armies and navies surely should be exceeding this free maintenance allowance.
TBH I'd really like to see some feedback from the devs on this, because as-is patch 1.42 appears broken.

Demo off what happen in game when the FREE UPKEEP is set to zero.Turn 5 and all the countries are paying upkeep for every unit on the map,small Countries with very few units have much less upkeep,but large Countries like Russia,France & Britain have crippling cost,which leaves them with very little PPs to do anything with.Free Upkeep is directly linked to the number of units that can be on the map at any one time,So the lower the Free Upkeep allowance you have,means fewer units on the map,and the opposite happens,if you have a high Free Upkeep allowance,then you can have many more units on the map.

I'm not sure this is an explanation because:
1) It only started with the new patch.
2) Germany still pays upkeep, all the other countries do not pay anything.
3) The upkeep allowance is only an allowance for a certain number of units. Why isn't this allowance exceeded?

Here's what I'm talking about. Here's the Central Powers at the start of a 1918 scenario with the 1.30 patch -
As you can see it all looks exactly like what you would expect - all countries are paying significant maintenance costs to maintain their units.
Now look at the same powers in the same scenario with the 1.42 patch:
Maintenance is zero for everyone except Germany, but the size of the usable militaries of each country is about the same.
Question: where is the free upkeep allowance listed, and will just re-setting it to the same value as in 1.30 fix the problem?
As you can see it all looks exactly like what you would expect - all countries are paying significant maintenance costs to maintain their units.

In the File "C:\Program Files (x86)\Slitherine\Commander The Great War\Data\Scripts\game.lua" (Verzeichnis kann abweichen), find the "gameplay.FreeUpkeep" and change the value from 70 (Default using 1.4.2).
At 30 all Allies had a negative PP-Balance in 1918.
Edit: Open the file with Noetpad. As you Need administrative Privilegs to edit files in Program Files (x86) , start Notepad "as Administrator"

Will this be fixed in the coming Update? I really hope either everyone gets free maintenance or none at all
