Shouldn't EMP blast disable defense buildings?

So I got to try out EMP blast for the first time in a game.

Color me disappointed when I realized that the beam didn't do the main thing I expected it to do, disable the defense buildings within the city.

This makes the EMP strike pretty weak in my opinion. What are others experiences with it?

I've never used it. I've always gone straight for black holes.
