What is the best matt varnish?

I have an old Humbrol matt Cote but it has started to go silky, do I need to replace it?

The best that I have found is Testors Dullcote. You need to put a layer of something else on first though.

Seconded.

I've never felt the need for a first coat, but it certainly wouldn't do any harm, having said that;

I'll do an experiment before I do this however my plan:

I'm going to be using Pledge floor polish to cover the sashimonos of my Japanese that I'm making to give them a gloss finish before the transfers go on. I'll then be putting a second coat of Pledge on the whole figure. Finally I'll be using Testors Dullcote.
