[BUG] - Voskhod suborbital lacks last step.

Voskhod suborbital manned mission lacks the last step "recovery". Playing the mission finished it, without attempting the last step. The last step however is the one necessary to complete the goal. Thus currently the entire Voskhod program is bugged and impossible to complete (penalties).

Steps:
- Load attached save game
- End turn
- Finish the Voskhod suborbital, note the last step on the "minimap" does not activate.
- Check the goals and penalty requirements for the next Voskhod missions You will see taht there is a penalty, even though the Voskhod suborbital was completed.
